Los Angeles County Supervisor Janice Hahn has renewed the appeal for public assistance in locating Octavio Montano Islas, a suspect currently at large and wanted in connection with a fatal hit-and-run incident in Long Beach. Montano Islas is accused of causing the deaths of Jose Palacios-Gonzalez, 42, and his 3-year-old daughter, Samantha Palacios, during a crash that occurred around 10 p.m. on March 1, 2022. The incident took place in North Long Beach, near the intersection of Artesia Boulevard and Rose Avenue, where Montano Islas allegedly drove a 2014 Dodge Ram 1500 pickup into an apartment building while under the influence of alcohol. At the time of the crash, Montano Islas was 24 years old. Jose Palacios-Gonzalez was pronounced dead at the scene, while Samantha Palacios was transported to a hospital but later succumbed to her injuries. Long Beach Police Department detectives identified Montano Islas as the driver, who fled the scene on foot. He remains the subject of an active arrest warrant alleging two counts of felony manslaughter, one count of felony driving under the influence, and one count of felony hit-and-run. Authorities describe Montano Islas as 5 feet 8 inches tall, weighing 160 pounds, with black hair, brown eyes, and unspecified tattoos on his right forearm. The reward for information leading to his arrest and conviction was increased to $20,000 in 2025.
