Singletary of Canton, surrendered to investigators on July 15. Singletary has been charged with complicity to commit murder, felonious assault, and discharging a firearm near prohibited premises. He is scheduled for arraignment in Canton Municipal Court. Authorities emphasize that Monroe is still a fugitive and pose a potential risk to the public.
