Federal prosecutors in San Antonio have indicted 11 individuals in connection with the deaths of seven migrants, including a 14-year-old child, who were found dead inside a sealed shipping container on a Union Pacific train. The indictment, unsealed on July 22 in the Western District of Texas, alleges that on May 9, 2026, smugglers cut the lock off a Conex container in Del Rio and loaded seven migrants inside before sealing it. The container, which had no ventilation and was stacked atop another, traveled east toward San Antonio in temperatures ranging from 88 to 92 degrees. The victims perished from heat exhaustion and asphyxiation. When the train arrived in San Antonio, the smugglers discovered the bodies and fled, leaving one victim near the tracks. Six more deaths were confirmed the following day in Laredo. While nine of the 11 defendants are currently in custody, two suspects, Karina Garcia and Seferino Huerta-Casillas, remain at large. The defendants face federal charges of conspiracy to transport illegal aliens resulting in death and aiding and abetting such transportation, each carrying a maximum penalty of life in prison. U.S. Attorney Justin Simmons and Homeland Security Investigations Special Agent in Charge John Pasciucco announced the charges, emphasizing the deadly risks of illegal smuggling operations. Investigators are urging the public to provide any information regarding the whereabouts of Garcia or Huerta-Casillas to Homeland Security Investigations or local law enforcement. The case was investigated by HSI San Antonio, the Laredo Police Department, Texas Department of Public Safety, and U.S. Border Patrol agents from the Del Rio and Laredo sectors.
