New Orleans police are actively searching for Dwan Butler, a 21-year-old convicted felon also known by the alias "Phoo," who is wanted in connection with a violent shooting incident that occurred on July 25 near the French Quarter. Butler is sought on charges of aggravated second-degree battery by shooting and illegal possession of a firearm by a convicted felon. Investigators allege that Butler was involved in a shootout that resulted in injuries to two individuals, including an innocent bystander and another gunman. The victim identified as an innocent party is a visiting teacher who was in the city for an awards ceremony with her sister. Upon arriving at the scene on the 100 block of Carondelet Street, officers discovered the woman with a bullet lodged in her leg. She reported experiencing significant adrenaline during the event, noting that the injury did not initially feel like a gunshot wound. A juvenile male, identified as a suspected gunman, was also wounded in the exchange and transported to a hospital in serious condition. Police have obtained an arrest warrant for the juvenile, who is expected to be taken into custody once he is released from medical treatment. Butler, however, was not known to have been injured in the incident and remains at large. Authorities are urging the public to assist in locating Butler.
