Kadafi Fleming, a 19-year-old man with a significant criminal history, remains at large and is wanted by U.S. Marshals in connection with two major investigations in Philadelphia. Authorities have identified Fleming as a person of interest in the theft of an off-duty Philadelphia police officer's vehicle and as a suspect in the fatal shooting of Penn State student Billy Schmidt. The incident involving the officer occurred around 3 a.m. in the Eastwick section of the city, where the officer's Dodge Charger was stolen. Police pursued the suspects to the 2900 block of South 70th Street, resulting in an exchange of gunfire before the suspects fled in a stolen red Lexus, which was later recovered. Sources indicate the suspects subsequently drove away in another stolen vehicle, a blue Lexus. Supervisory Deputy U.S. Marshal Robert Clark emphasized that individuals who shoot at law enforcement are considered immediate and deadly threats. Fleming is also wanted for his alleged role in the June robbery and fatal shooting of Billy Schmidt in South Philadelphia. Investigators believe Fleming stole the car used in the crime and disposed of it afterward. He faces charges including robbery, conspiracy, theft, and obstruction of justice. While Fleming's 16-year-old brother, Azzubair Outen-Fleming, was recently captured in Colorado and is facing murder charges, Kadafi Fleming has not been apprehended. Authorities describe Fleming as an individual with prior convictions for firearms offenses, possession, resisting arrest, and possession of a stolen vehicle. U.S. Marshals are actively searching for Fleming and have issued a stern warning that he will be caught. A reward is being offered for information leading to his arrest.
