U.S. Marshals are actively searching for 19-year-old Kadafi Fleming, who is wanted in connection with the killing of Penn State student William Schmidt and the theft of a Philadelphia police officer's vehicle. Fleming is described as a very dangerous individual, standing 5-feet-7-inches tall and weighing approximately 130 pounds, with black hair worn in braids or twists to his chin. He is known to frequent South Philadelphia and has ties to Delaware. Authorities believe Fleming stole the green Dodge Charger used by two other teens in June before they killed 22-year-old William Schmidt on the 1900 block of Durfor Street. Schmidt was robbed of his cell phone and shot on June 6. Fleming is the older brother of Azzubair Outen-Fleming, 16, who has already been charged with murder, robbery, and related crimes in the killing. Another suspect, Kaiseem Smith, 16, also charged with murder, turned himself in shortly after Outen-Fleming's arrest in Colorado Springs. Fleming is now a person of interest in a separate incident that occurred on Monday morning on the 6900 block of Grosbeak Place, where thieves stole an off-duty police officer's car. The officer located the vehicle a few blocks away and exchanged gunfire with the suspects before they fled. Supervisory Deputy U.S. Marshal Robert Clark stated that Fleming is being sought on a robbery charge in connection with the killing. A cash reward is being offered for information leading to Fleming's capture. The public is urged to contact the U.S. Marshals Service at 1-866-865-8477 with any information regarding his whereabouts. Marshals expressed confidence that Fleming will be apprehended soon, noting his limited resources compared to his brother who was captured over 1,700 miles away.
