U.S. Marshals are actively seeking 19-year-old Kadafi Fleming, identified as a person of interest in a violent vehicle theft incident that occurred in Southwest Philadelphia. The incident took place early Monday morning, August 11, 2026, beginning shortly before 3:15 a.m. on the 6900 block of Grosbeak Place. During this time, suspects stole a green Dodge Charger belonging to an off-duty Philadelphia police officer. The officer pursued the suspects in a separate vehicle and confronted them on the 2900 block of South 70th Street, resulting in an exchange of gunfire. No individuals were reported injured during the shootout, though investigators recovered several 9mm fired cartridge casings and the damaged Dodge Charger. The suspects fled in a red Lexus, which was later found abandoned on the 4800 block of Merion Street. This vehicle had been stolen from New York registration holders and was linked to other thefts. The suspects subsequently entered a third stolen vehicle, a blue Lexus with Pennsylvania registration MVX-2059, which remains missing. Fleming is also wanted for robbery, and authorities have offered an immediate cash reward for information leading to his capture. He is the brother of Azzubair Outen-Fleming, who was arrested in connection with a separate homicide in South Philadelphia earlier this year. The U.S. Marshals Service is coordinating with the Philadelphia Police Department’s Shooting Investigations Group to locate Fleming and the missing blue Lexus.
