Lamar Carter, a 35-year-old fugitive, remains at large and is wanted by federal authorities for violating the terms of his supervised release. Carter, who was previously granted clemency by former President Joe Biden, is the subject of an arrest warrant issued nearly a year ago on September 25, 2025. The U.S. Marshals Service is actively seeking the public's assistance in locating him. Carter’s criminal history involves leading a drug trafficking organization that operated across multiple states, including New Hampshire and New Jersey. Investigators allege that Carter’s crew obtained powder cocaine from New Jersey, processed it into crack cocaine, and distributed it in and around Keene, New Hampshire. Federal agents conducted nine undercover buys between May and July 2022, seizing a total of 57 grams of crack cocaine. The operation utilized a neighborhood home as a hub, where agents later executed a search warrant, seizing scales, bundled currency, a Smith and Wesson 9mm pistol, and additional drugs. Following this, Carter and his co-conspirators moved their operations to a hotel, where agents executed another warrant in August 2022, seizing 150 grams of crack and a Glock 9mm pistol. In total, investigators seized more than 360 grams of cocaine base and two handguns. Carter was federally indicted in 2022 and accepted a plea agreement in 2023, pleading guilty to conspiracy to distribute and possess a controlled substance. He was sentenced to 70 months in prison in April 2024, followed by three years of supervised release. However, in February 2025, former President Biden granted Carter clemency, commuting his sentence and discharging him from supervised release. Shortly after his supervised release was transferred to the U.S. District Court of the District of Maryland, Carter violated its terms. He has remained unaccounted for since.
