Philadelphia police are seeking the public's assistance in locating a man wanted on assault charges following a disturbing incident near City Hall. The suspect, described as a male aged 16 to 20 and approximately 5-foot-8, was spotted wearing a white baby doll-style Halloween mask with black hair, resembling the Chucky doll from the Child’s Play franchise. He also carried a black and blue plaid backpack. The incident occurred around 5:30 a.m. on Wednesday near 1500 John F. Kennedy Blvd. According to police, the masked individual chased a 40-year-old female jogger in athletic wear. During the encounter, the suspect held a phone in front of the woman and repeatedly asked, “Are you ready to die?” while making other threatening comments. The victim stumbled and sustained injuries during the ordeal. The suspect was last seen entering SEPTA’s Suburban Station. Investigators have released video and images of the individual to aid in the identification and capture. Police Captain Jason Smith confirmed the details of the mask and the nature of the threat. Authorities emphasize that the suspect is still at large and have issued a warning to the public: if the suspect is seen, do not approach. Instead, residents are urged to contact 911 immediately. No arrests have been made as of Tuesday morning. This case remains an active investigation by the Philadelphia Police Department.
