The suspect is described as a Black male, estimated to be between 16 and 20 years old, standing approximately 5 feet 8 inches tall. He was wearing a distinctive white baby-doll-style Halloween mask with black hair that closely resembles the horror character Chucky from the Child’s Play franchise. During the encounter, the suspect was also observed carrying a black-and-blue plaid backpack. The incident began when the masked man approached a female jogger near Philadelphia City Hall. According to police reports, the suspect pursued the woman while holding a cellphone, repeatedly asking her, "Are you ready to die?" The woman attempted to flee the scene but stumbled and sustained injuries, though they were not reported as serious. Investigators are treating the event as an assault due to the threatening behavior and physical contact. Prior to this encounter, the same individual was reportedly causing disturbances in the area, including being refused service at a Dunkin' while wearing the mask. The suspect was last seen heading into SEPTA's Suburban Station.
