Hughes is currently at large and holds an active arrest warrant. He is wanted for charges including terroristic threats, simple assault, and related offenses. Authorities report that Hughes was spotted wearing a distinctive white baby doll-style Halloween mask with black hair and carrying a black and blue plaid backpack during the encounters. The investigation centers on events that occurred on the morning of August 12, around 5:30 a.m. During one incident, Hughes allegedly chased a 40-year-old woman and made a direct threat, asking her if she was ready to die. In a separate encounter that same morning, a bystander named Jameka attempted to warn the jogger being followed by the masked man. When Hughes turned his attention toward Jameka, she screamed for help and managed to kick him in the chest before he fled. Witnesses described Hughes as appearing disoriented and noted that he did not appear interested in stealing property, suggesting his primary motive was intimidation rather than theft. Investigators believe the suspect may have recorded these encounters, though it remains unclear if the actions were part of a broader social media trend.
