Philadelphia Police have identified 22-year-old Zymire Hughes as the suspect wanted in connection with a series of alarming incidents that terrorized pedestrians in Center City. Hughes is accused of chasing, harassing, and threatening multiple individuals near City Hall during the early morning hours of Wednesday, August 12. Investigators state that there is currently an active warrant for his arrest, and authorities believe he may have fled Pennsylvania, with ties noted to California and Nevada. The suspect is described as wearing a Chucky doll-style Halloween mask and all-black clothing during the incidents. According to Philadelphia Police Captain Jason Smith, the behavior spanned approximately 15 minutes, beginning around 5:18 a.m. on 15th and Chestnut streets. Hughes was first seen running up to people to antagonize them while filming with a cellphone. He briefly entered a Dunkin' location but was refused service due to his mask. He subsequently moved to the southwest corner of 15th Street and South Penn Square, where he continued to attempt to scare bystanders. At 5:33 a.m., Hughes chased a jogger on 15th Street, positioning himself in front of her and repeatedly asking, "Are you ready to die?" The victim fled, screaming for help, and sustained a leg injury. Police emphasize that while the suspect was not armed, the actions constitute terroristic threats, harassment, and simple assault. The Philadelphia District Attorney’s office is scheduled to hold a press conference regarding the case. Authorities are urging anyone with information on Hughes' current whereabouts to contact the Philadelphia Police immediately. They are also warning against potential copycats and have partnered with self-defense experts to offer community safety classes in response to the public concern generated by these events.
