Oakland Police have identified the victim of a 1969 homicide as 16-year-old Joanne Yvonne Burdick, also known as Joanie, bringing closure to her family after decades of uncertainty. The investigation centers on Taylor Morris Teaford, a suspect listed on the FBI Ten Most Wanted Fugitives list who remains at large. Teaford, born in 1935, is believed to be responsible for multiple homicides in the Bay Area, including the brutal beating and strangulation of Burdick in Room 15 of the St. Louis Hotel on October 2, 1969. Witnesses reported seeing Teaford, described as a man with a crew cut, with the victim shortly before the attack. Teaford escaped the scene and has not been apprehended. Authorities link Teaford to other killings, including two sex workers murdered nearby in 1969, based on accounts from a survivor named Fran who escaped his vehicle. Teaford was added to the FBI’s most wanted list in 1968 after escaping custody following a murder conviction and a subsequent shooting incident in North Fork, California. He is described as proficient with firearms, physically strong, and possessing a vicious temper. Despite being charged with murder in 1972 based on witness testimony placing him at the hotel, Teaford evaded capture. Cold case investigators recently utilized DNA testing to identify Burdick, matching her to a familial relative. While Burdick’s identity is now confirmed, the case remains open. Police indicate Teaford may have been living in Sonoma County in the 1970s and could still be alive, potentially at age 91. The Oakland Police Department urges anyone with information regarding Teaford’s whereabouts to contact them. The FBI continues to seek Teaford, who is considered dangerous and armed.
