Phillips, who has brown hair and brown eyes, bears several distinctive tattoos, including a half-barbed wire and half tribal design on his left arm, a skill tattoo on his right upper arm, and an “oulaw” tattoo on his right elbow. He is wanted in connection with a shooting incident in Pickett County, Tennessee, on Wednesday, during which he allegedly shot a victim in the chest before fleeing the area. Authorities classify Phillips as armed and dangerous and strongly advise the public not to approach him under any circumstances. Following the incident, Phillips fled in a small black pickup truck with a yellow hood.
