Law enforcement agencies, including the U.S. Marshals Service, the Monongalia County Sheriff’s Office, and the Westover Police Department, converged on a location in Westover, West Virginia, on Monday morning following a tip regarding the whereabouts of 18-year-old Xander Scott Finley-Ball. Finley-Ball is currently at large after escaping from a detention facility in Wheeling on October 10. He is wanted in connection with a shooting that occurred in Star City on July 2, 2026. During the search operation, Westover Police initiated precautionary lockdowns at Skyview Elementary and Westwood Middle Schools in the vicinity of the suspected sighting. These lockdowns were lifted shortly before 1 p.m. and did not disrupt dismissal or after-school activities. Acting U.S. Marshal Terry Moore, representing the Northern District of West Virginia, confirmed that the attempt to locate Finley-Ball was unsuccessful. Moore stated that investigators are continuing to follow up on leads regarding the suspect's location within Monongalia County. Finley-Ball is described as 5 feet 8 inches tall, weighing 135 pounds, with brown hair and grey eyes. He was last seen wearing a green hoodie and tan pants. Authorities have issued a warning to the public not to approach Finley-Ball due to the serious nature of his charges. Individuals with information regarding Finley-Ball’s location are urged to call 911. Those with information specifically regarding the investigation are asked to contact the U.S. Marshals Service directly at 304-350-6700. The sheriff’s office emphasized that there was no active threat to students or personnel during the operation, which was conducted out of an abundance of caution.
