Shreveport Police detectives are actively seeking Jelisia Nicole Moran, a woman wanted on an arrest warrant for habitual theft. Moran is accused of stealing merchandise from an Ulta Beauty store located on Youree Drive in Shreveport, Louisiana. According to police reports, the suspect is linked to three separate incidents of shoplifting that occurred on August 23, 2025, October 22, 2026, and October 26, 2026. Store management identified Moran as the individual responsible for the thefts, which resulted in a combined financial loss of $1,975.93 in beauty products. Investigators reviewed surveillance footage that clearly depicts Moran entering the store, concealing items inside a black crossbody bag, and exiting without paying. In addition to the recent incidents, law enforcement has identified information suggesting Moran has at least two prior theft convictions within the Shreveport-Bossier area. On October 27, 2026, judges signed an arrest warrant for Moran on the charge of habitual theft. The warrant was issued with no bond, indicating the severity of the charges and the potential flight risk. Police emphasize that they are continuing their efforts to identify retail theft suspects, pursue warrants, and make arrests. Authorities state that repeatedly stealing from local businesses will result in continued enforcement and accountability. Shreveport Police are urging anyone with information regarding Moran’s current whereabouts to contact the Shreveport Police Department immediately to assist in her apprehension. The investigation remains active as law enforcement works to bring the suspect into custody.
