The victim was discovered inside her home on Oakcliff Court in Atlanta on July 31, 1999, alongside her two young children. Investigators believe Lockhart’s boyfriend at the time is responsible for her death. The suspect is described as a light-skinned Black male in his late 50s, and authorities note his first name may be spelled Janarus or Janaris. His last name remains unknown. While the exact cause of death has not been publicly confirmed, detectives have focused their search on the area surrounding Bankhead Highway, now known as Donald Lee Hollowell Parkway, where the suspect is believed to have resided. The case has taken on renewed urgency through the efforts of Lockhart’s daughter, Elandra Loyal, who was five years old when her mother was killed. Loyal now serves as a DeKalb County police officer and has dedicated her career to pursuing justice for her family. Atlanta Police Lt.
