Kauai police are actively requesting public assistance in locating a man deemed armed and dangerous. The suspect, 51-year-old William “Billy” Sinclair of Kilauea, is described as five feet nine inches tall with a medium build, brown eyes, and black hair. He is wanted in connection with multiple ongoing investigations, most notably a homicide and a separate shooting case. The timeline of events began on June 6 when officers responded to a report of a suspicious death in Hanalei, which investigators subsequently classified as a homicide. Just hours later, at approximately 4:45 a.m., police were called to Kilauea after residents reported hearing gunshots. An investigation revealed that a local resident was grazed by a bullet and sustained non-life-threatening injuries. Sinclair was quickly identified as a person of interest in both incidents. A focused search was conducted near a suspected location, which led to the temporary closure of Kilauea Road and the evacuation of adjacent homes, but the suspect was not located and remains at large. Authorities emphasize that Sinclair should not be approached under any circumstances.
